Penalties coming to tXtFL

At long last, I've finally had a chance to start work on bringing penalties to tXtFL. With the recent controversies surrounding the replacement refs, adding penalties to the football simulator seemed only too appropriate, though in all honesty the timing is purely coincidental. It's just been too fun finally adding these essential ingredients to the game, which can alter the game flow and even some of the strategic play-calling during those crucial moments as the clock winds down.

There's still plenty of work and testing to accomplish, but we'll be sure to flag it in an upcoming release.
